SUMMARY:
Under the guidance of the Chief Operating Officer, is responsible for overseeing all aspects of direct care and supervision across the agency’s residential programs, including the Residential Treatment Center, Short-Term Adolescent Residential Treatment Program, Recreation Therapy Department, and Behavior Specialist Department. This includes administrative, programmatic, and fiscal responsibilities such as assisting in hiring, training, and evaluating program staff; ensuring compliance with Community Care Licensing standards, STRTP regulations, county contract requirements, and agency policies; working with agency partners, families, and clients to ensure quality of care and supervision; and collaborating with agency leadership to develop and oversee program budgets and strategic planning.

DUTIES AND RESPONSIBILITIES (illustrated by typical activities):
1. Oversees all aspects of direct care and supervision, the therapeutic milieu, and operations of residential programming. This includes maintaining campus safety and security, ensuring client access to consistent therapeutic activities and programming, and providing onsite observation and feedback related to program functioning.
2. Oversees staff development through on-going training of Youth Development Specialists, Cottage Supervisors, Assistant Supervisors and Behavior Specialists, including training related to agency policies and procedures, debriefing of significant incidents, and strategies for providing trauma-informed residential care for youth with significant social, emotional, and behavioral needs.
3. Oversees the STRTP and Group Home Administrator to ensure program compliance with all local, county, state, and federal government regulations to include Title 22, Division 6, and prepares reports required by regulatory agencies. Designates an administrator when absent.
4. Oversees the STRTP Administrator and Group Home Administrator in coordinating with Community Care Licensing regarding all regulations, investigations, and updates. Ensures that all relevant information is shared with agency and program leadership.
5. Oversees the STRTP Administrator and Group Home Administrator or designee to review all incident reports in order to ensure compliance with regulatory standards and delivery of proper interventions, including providing relevant feedback to improve staff response to significant incidents.
6. Interfaces with clients, families, and community partners regarding program activities, policies, procedures, and grievances. Reviews and responds to complaints made by youth or their authorized representative(s) in collaboration with the Quality Improvement Department.
7. Manages the recruitment, appointment, evaluation, training, and termination of staff in consultation with the Director of Human Resources and recruitment team.
8. Provides regular supervision, evaluation, and necessary staff development activities to Cottage Supervisors, Program Managers, Recreation Therapy Supervisor, and Behavior Specialist staff.
9. Oversees work schedule for Cottage Supervisors, Assistant Supervisors, Behavioral Specialists, and Youth Development Specialists, including minimizing the need for overtime to reduce burnout and turnover.
10. Collaborates with the Admissions & Utilization Manager regarding program referrals, admissions, and discharges.
11. Collaborates with agency directors and program leadership, including the Directors of Clinical Services, Education, and Health Services to ensure coordination/integration across physical health, mental health, and educational services.
12. Observes and interacts regularly with program staff, children, and families in order to evaluate and ensure quality of care and programming, including modeling and coaching appropriate interventions (which may include SAFE physical/emergency interventions) for Cottage Supervisors, Assistant Supervisors, Behavior Specialists, and Youth Development Specialists.
13. Maintains reports pertaining to program data, including census and significant incidents.
14. Maintains confidentiality in all matters within the organization, including with respect to personnel, operations, and clients.
15. In collaboration with Finance Department, develops and manages a cost effective departmental budget.
16. Advises Chief Operating Officer on critical matters that require outside intervention.
17. Provides additional and other extra duties as necessary and appropriate, and/ or as directed by the Chief Operating Officer.

QUALIFICATIONS REQUIRED:
Position requires staff must be at least 21 years of age. Completed and cleared Livescan, criminal statement, and health screening with TB test. Must undergo a one-hour training which reviews mandatory reporting requirements as per Child Abuse and Neglect Reporting Act (CANRA). This training takes place during pre-service orientation training and periodically thereafter.

Valid driver’s license is required for transporting youths. Any changes that occur on your driving record must be reported immediately to your supervisor.

EDUCATION and/or EXPERIENCE: Bachelor’s Degree required, Master’s Degree (in social work or related field) strongly preferred; at least 5 years’ experience working with severely emotionally disturbed children/adolescents, including experience leading and supervising residential programs; OR equivalent combination of education and experience.
II. CREDENTIAL: CYC certified or eligible to pursue and maintain CYC professional certification.
III. OTHER SKILLS AND ABILITIES: Ability to use various computer software. Bilingual in Spanish, preferred. Knowledge of Title 22, Division 6 licensing requirements. Strong organizational, communication and leadership skills. Strong human relations skills and excellent interpersonal skills.

a. Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, budgets, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
b. Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, percentages, and ratios. Ability to apply concepts of basic Algebra. Ability to design and maintain a budget.
c. Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.
