Position Function:

Direct the team’s pre-award activities and post-award administration of public grants and contracts that support client services.  Lead pre-award planning and coordination for competitive funding applications and non-competing continuations. Complete advance planning for new or substantially different competitive funding opportunities and partners with Program Directors to plan the most competitive proposal submissions to win awards. Prospect for new public funding opportunities and evaluate match potential. Monitor national and state legislative trends that affect public funding. Support the Public Grants and Contracts Manager’s oversight and support of the team’s post-award administration.  Collaborate with Grants and Contracts Manager and Team Lead to train new staff. Support, coach and supervise direct reports. Encourage programmatic compliance with public grants and contracts.

Requirements:

Education: Bachelor’s degree in Business, Communication Studies, English, Journalism, Public Administration or a related field from an accredited institution.

Experience: Minimum of seven years of experience in pre-and post-award of public grants and contracts required. Minimum of two years of supervisory experience required. Experience in customer service in a professional office environment required.

Key Expectations/Responsibilities:

Overall:

  • Direct the team’s pre-award and post-award administration
  • Support, mentor and supervise direct reports
  • Mentor team members in professional grants and contracts management
  • Provide new staff with departmental orientation
  • Train new staff in pre-award processes and work practices
  • Coach and staff when the Public Grants and Contracts Manager identifies challenges a staff member has in meeting timeliness in tasks or projects or quality issues in tasks or projects
  • Develop and maintain regular contact and positive, collaborative relationships with program leadership, other staff involved in public awards and public funders
  • Maintains general knowledge of grant and contract requirements to encourage compliance
  • Maintains professionalism in all interactions

Pre-Award Responsibilities:

  • Actively prospect for funding opportunities
  • Review funding opportunities, evaluate match potential and share evaluation and recommendations with supervisor and/or program director
  • Plan in advance for new or substantially different competitive funding opportunities and partner with program directors to develop the most fundable program models
  • Monitor national and state legislative trends that may affect public funding and keep supervisor informed of trends—follows up on opportunities that emerge
  • Engage with community partners when opportunities arise for funding partnerships
  • Communicate with external designated points-of-contact for public grants and contracts during the pre-application and application phase
  • Make strategic recommendations regarding the approach of funding proposals to maximize competitiveness and sustainability
  • Design and coordinate the application process for funding application submissions
  • Along with Public Grants and Contracts Manager, serve as chief author and editor of funding proposals the team submits, based on core provided by internal principals
  • Submit or supervise the submission of funding applications before or by the application deadline
  • Lead or assist in award negotiation
  • For new contracts, oversee direct report’s review of contract templates to ensure ACH can comply with terms and conditions

Post-Award Responsibilities:

  • Collaborate with the Grants and Contracts Team Lead in determining account leads
  • Support and guide the Public Grants and Contracts Manager’s post-award administration and oversight of direct reports’ administration
  • Assist with post-award programmatic reporting as needed, review drafts before final documents advance to Chief Operating Officer for approval
  • Provide one-on-one support to program directors regarding their funding awards and expertise regarding grants and contracts best practices as needed
  • Encourage compliance with programmatic requirements of public grants and contracts
